I had a lot of fun putting this project together. For my banner I used Photoshop. I drew an image and then used Filter>Texture>Stain glass for the image and for the text in the banner I used Filter>Stylize>Wind. After a lot of trial and error I found effects that suited me. I really enjoy the instantaneous filter previews.
For my Website I used Dreamweaver and my dtd is set to transitional. For hexadecimals I used:

I am pleased with the web design, Dreamweaver is a handy tool. I like the roll over clickable links and will use them again.
